Role Purpose
This role carries out standard evaluation studies and contribute to complex evaluations under the supervision of more senior evaluation staff. The role handles day-to-day implementation of project level evaluations in compliance with the Department’s policies, procedures, guidelines and in line with international Good Practice and Standards. It contributes to thorough investigations and analyses to assess the development effectiveness of Islamic Development Bank (IDB) Group’s interventions and draw lessons from evaluation studies.
Key Accountabilities and Activities
Strategy and Operational Planning
- Provide inputs in establishing strategic objectives and formulating work program of the department, on project level evaluations.
- Support Division Manager in allocation, and utilization of resources to standard evaluations.
- Participate in planning for joint project level evaluations and harmonization activities with other development partners.
Policies and Procedures
- Contribute in the development of IDBG policies, guidelines, systems, procedures and tools related to evaluation, ensuring alignment with MDBs’ Evaluation Cooperation Group Good Practise Standards.
- Comply with IDB/GOE policies, procedures, guidelines, in line with international Good Practice Standards (GPS).
Implementation of Evaluation Activities:
- Keep abreast of the state of the art practices in the field of development evaluation.
- Plan and conduct standard project level evaluations such as Project Post Evaluation (PPE), Special Assistance Project Post Evaluation (SAPPE), Project Completion Report Review and Evaluation Note (PCR-EN) etc.
- Participate in complex evaluations such as multi-sectoral projects, regional programs, projects experiencing major drawbacks in implementation, cluster of projects, joint evaluation with sister institutions etc.
- Carry out the necessary due diligence process (Approach paper, Preparation, Approval of the mission, BTORs etc.) under the supervision of the task manager.
- Ensure that all necessary data and information is collected and analysed for evaluation purposes.
- Undertake field visits, interact with internal and external stakeholders particularly member country governments, beneficiary population, development partners, private sector, etc..
- Conduct investigations and analysis to assess the relevance, efficiency, effectiveness, output, outcome and impact of IDBG interventions and the sustainability of achieved development results.
- Contribute to task-forces for major operation evaluations, including working with consultants.
- Assist in tracking the implementation of GOED recommendations to the IDBG departments and entities.
Coodination & Monitoring:
- Coordinate with other colleagues to ensure delivery of quality outcomes.
- Monitor evaluation progress to ensure adherence to the schedules.
- Assist in coordinating the Division activities and liaise with the other Division staff whenever necessary.
Knowledge Sharing & Innovation
- Draw lessons from evaluation studies and oversee the preparation of project level evaluation papers for accountability and dissemination of knowledge within IDB Group and in the MCs to contribute in the improvement of development effectiveness of IDB interventions.
- Ensure that lessons learned are well documented and communicated, internally for the IDB Group and externally for Member Countries (MCs).
- Participate to the design process and operationalization of a knowledge management system related to evaluation.
- Lead communication and sharing information, reports and feedback with concerned IDB Group departments and key stakeholders through internal and external communication channels, including publications of selected evaluation reports.
- Conduct trainings and workshops for member countries’ institutions to share knowledge and contribute to capacity building in development evaluation.
Reporting & Communication :
- Prepare the project level evaluation reports and contribute to the draft of the more complex evaluations.
- Review evaluations reports prepared by the peers and provide feedback as and when necessary.
- Assist in presenting evaluation findings to BED.
- Act as advocate and reference on project level evaluation related to the MCs.
- Engage, communicate and collaborate with the broader team in the Bank, including the Chief Economist Complex to enhance the rigor of advice on cross- cutting and sectorial issues in MCs.
- Contribute to the preparation of GOE Department Annual Report and Annual Review of Development Effectiveness.
Qualification & Experience
Degree in Engineering/Economics / Finance/Statistics/Internatinal Development / Social Sciences/ any relevant disciplines
- Bachelor degree with 8 years experience.
- Master degree with 5 years experience.
- Ph.D with 3 years of experience
- Specialized professional training on Development Evaluation is preferred.
Specific Technical Skills
- Proven experience in one of the IDB intervention sectors / Project appraisal skills.
- Experience in development projects evaluation is an advantage.
- Computer skills with expertise in MS Office and spreadsheets.
- Good awareness of development issues and economies of developing countries
- Planning and organization skills.
- English in required.
- Arabic is preferred
- French is required.
