Job Purpose

The Lead Resource Mobilization Specialist’s primary responsibility is to provide extensive technical knowledge and expertise in the field of resource mobilization and trust fund administration to enhance the Bank’s capacity to leverage additional resources from donors, including official development aid providers, philanthropists, NGOs and the private sector. He/she will provide backstopping for streamlining and coordinating resource mobilization work across the Bank, with a view to enhancing the Bank’s capacity to scale-up the volume of resources mobilized from existing and new development partners.

Key Accountabilities

Strategic Actions and Delivery:

  • To lead the preparation of a comprehensive strategy for resource mobilization to achieve the Bank’s corporate objectives.

  • To lead the development of comprehensive plan and collaborate with relevant departments for resource mobilization to support Bank-financed programs and operations.

  • To assist the Principal, Resource Mobilization in the introduction of innovative practices, methodologies leading to increase in the mobilization of off-balance sheet resources.

  • Work with traditional partners as well as new donors, including philanthropists and the private sector in mobilization and administration of funds and concessional resources as per requirement of the Annual Plan of the Bank.

Operational Planning, Performance Management and Reporting:

  • To lead the monitoring and evaluation in development financing landscape and identify new potential areas for resource mobilization including for green, sustainable, social, impact and results-based financing.

  • To lead the development of a system to monitor the progress on resource mobilization efforts of the bank.

  • To lead the development of key results targets and performance indicators related to resource mobilization.

  • To lead the preparation of progress reports on resource mobilization matters in compliance with the Bank’s rules and procedures.

Networking, Knowledge Sharing and Coordination with Bank Departments:

  • To undertake research and prepare the talking points and remarks for the management for Bank’s representation at appropriate forums.

  • Organize annual strategic dialogues with MDBs and strategic donors for resource mobilization.

  • Collaborate with other MDBs/IFIs to learn about best practices for resource mobilization.

  • Contribute to the development of the Knowledge Management and Institutional Learning in areas related to resource mobilization including the development of best practices.

  • As delegated, represent the Bank in international events on development financing and resource mobilization to position these concepts in international fora.

General Responsibilities:

  • Support the Principal, Resource Mobilization to serve as a focal point and resource center for all matters related to resource mobilization in the Bank.

  • Develop innovative resource mobilization mechanisms and toolkits underpinned by an effective collaborative platform to design, test, incubate and rollout resource mobilization products.

  • Develop and promote strategic partnerships and alliances, and introduce innovative practices, methodologies for effective mobilization of off-balance sheet resources.

  • Identify new partnership opportunities and introduce measures to enable the Bank to diversify and meet concessional financing needs of LDMCs and countries facing fragile situation.

Academic and Professional Qualifications
  • Master’s degree in development studies, economic, engineering, finance, business administration or related discipline.

  • Minimum 10 years of relevant experience in development work including formulation and management of resource mobilization programs with both sovereign and non-sovereign donors, as well as portfolio and fund management experience.

  • 3 years of experience in a managerial, supervisory, or team-leading role.
