Job Purpose:

To contribute to the development and execution of the Technical Cooperation Program amongst the Member Countries across the regions in collaboration with the Regional Hubs. To participate in the design and implementation of Reverse Linkage and Capacity Development interventions in the assigned region. To participate in the preparation of strategy, operational plan, work program and analytical work related to South-South and Technical Cooperation and Reverse Linkage. The jobholder keeps abreast of international developments / advancements related to Technical Cooperation and South-South Cooperation.

Key Accountabilities:

Policy and Strategy Planning Input

  • Participate in the formulation and update of the IsDB policies and strategies related to Technical Cooperation, Reverse Linkage and Capacity Development, monitor their implementation and conduct frequent revision and realignments.

  • Participate in the enhancement of operational procedures, guidelines and tools related to Technical Cooperation, Reverse Linkage and Capacity Development.

  • Provide technical inputs to the IsDB’s sector policies, strategies and Member Country Partnership Strategy (MCPS) and annual operational plans.

  • Contribute to the work plan, program and activities of the Division.

  • Participate in sector/analytical work and studies in relation to technical cooperation amongst the member countries and Reverse Linkage in the region.

  • Collate inputs from Global Practices and Regional Hubs to prepare and regularly update Bank’s Technical Cooperation Program, Reverse Linkage, and capacity development approaches.

Program and Portfolio Management

  • Participate in the development and implementation of projects in the assigned region in sectors/thematic under the Reverse Linkage programs of the Bank.

  • Participate in the conceptualization of regional and cross regional reverse linkage programs that encourage sharing expertise and best practices among member countries.

  • Participate in the peer-to-peer consultation process between the provider and recipient of expertise within the assigned region and across regions.

  • Oversee and facilitate the implementation of IsDB Technical Cooperation Program operations.

  • Check quality at entry of all technical cooperation operations formulated by the Regional Hubs.

  • Coordinate with Regional Hubs for timely and quality implementation of technical cooperation operations.

  • Coordinate with the IsDB Regional Hub and with international, regional and national organizations as well as Member Countries to explore potential technical cooperation initiatives between the member countries.

  • Identify business process improvements for Technical Cooperation and suggest changes to the quality team for the update of the operations manual.

  • Monitor the implementation of the capacity development programs of the Bank including and not limited to Technical Cooperation, Reverse Linkage and the National Ecosystem Program.

Technical Resources Mobilization for South-South Cooperation

  • Identify centers of excellence in the assigned region to partner with for Technical Cooperation and Reverse Linkage interventions.

  • Develop collaboration with the resource centers for capacity development and knowledge, expertise and technology transfer.

  • Promote connectivity among technical cooperation agencies from the Member Countries well as external development organizations and institutions, for mutual learning and benefits.

  • Participate in global meetings and events related to South-South and Triangular Cooperation for advocacy and positioning the Bank.

  • Collaborate with the Member Countries to ensure their effective contribution to the South-South Cooperation global agenda.

Knowledge Sharing and Dissemination

  • Contribute to the transfer knowledge of Division programs to other employees within IsDB Group and externally to member countries to ensure awareness.

  • Increase stakeholders’ awareness on IsDB’s initiatives in particular and best practices of South-South and Technical Cooperation in general.

  • Participate in the development of knowledge product, papers and publications on South-South Cooperation.

  • Contribute to building of necessary knowledge on technical cooperation within the assigned Region.

  • Contribute and coordinate annual and periodic events conducted by the Division, such as seminars, regional workshops, and training courses.

Reporting

  • Prepare regular internal status reports of all activities of the Division within the IsDB Group, highlighting any concern areas and success stories on South-South Cooperation.

  • Prepare report for external use to provide required information regarding technical cooperation operations.

  • Contribute to the establishment a robust feedback system for capturing information and lessons from various internal and external stakeholders on the technical cooperation operations of the Division.

  • Assist in the preparation of the Division regular reports.

Academic and professional qualifications:

  • Bachelor’s degree in Finance, Economics, Business Administration, Engineering or any other related field.

  • Minimum 3 years of relevant experience in technical cooperation and capacity development with sound knowledge on South-South Cooperation.
