Job Purpose
Key Accountabilities
Operational Planning:
• Develop the Annual Work Plans, propose interventions, participate in fact finding and planning exercises for MCPS.
• Prepare the Division budget and annual work programs.
• Provide expert knowledge on PPP upon request of the Investment team for preparing portfolio design and appraisals.
• Propose, develop and improve Portfolio Management frameworks and mechanisms in the Bank.
• Ensure complete alignment with the overall IsDB Strategy and SDG targets.
Policies, Processes and Procedures:
• Lead the development and implementation of efficient and effective practices, procedures and systems in order to streamline Division’s activities.
• Interact with other divisions and departments to ensure compliance with all aspects of Portfolio Management activities as per IsDB’s policies and procedures.
Business and Partnership Development:
• Lead the dialogue with stakeholders to address challenges faced by the on-going project portfolio.
• Maintain an effective relationship with the clients, global and regional businesses, banking and multilateral partners and government officials.
• Coordinate with the project stakeholders (sponsors, lenders, advisors, lawyers, etc.) and provide assistance and guidance when necessary to ensure timely completion of the projects.
• Coordinate with development partners and private sector financiers to ensure best practices are followed in the PPP Investments.
• Represent IsDB PPP team in the external events and source potential mandates for the Bank.
• Manage smooth flow of information between the Portfolio projects stakeholders and the IsDB internal divisions / counterparties.
Portfolio Management:
• Actively participate in the project term sheet negotiations, along with the Investment Officers and advise the best possible solutions to safeguard the position of the Bank.
• Independently manage the documentation process, oversee implementation of the projects and monitor the operating performance of the PPP projects under one’s portfolio.
• Review the portfolio documents and carry out financial and legal risks analysis, propose resolution and internal processing of any waiver on the Common Terms Agreements, Project Documents, Finance Documents, etc.
• Manage the assigned PPP Portfolios and be the focal point for all matters related to the project, including but not limited to lessons learnt, best practices and compliance to guidelines.
• Support Division Manager and other team members to manage problematic and complex projects.
• Lead the production and maintenance of Early Warning System (EWS) reports to identify problematic projects at early stage.
• Actively monitor overall performance of the assigned portfolio and undertake necessary follow-up actions to minimize project related risks.
• Lead the development and effective management of the non-sovereign project portfolios, including managing disbursement requests, overseeing project implementation and supervising operational performance until repayment of IsDB’s full investment.
Knowledge Sharing & Innovation:
• Maintain an in-depth knowledge of the global economy, business conditions, portfolio management and Islamic financial industry to contribute / participate in preparing country and sector strategy.
• Maintain and share knowledge of the emerging best practices and lessons learnt related to PPP investment portfolios.
• Prepare and disseminate briefing notes and information materials on issues of concern related to PPP operations and portfolios.
• Organize, participate and attend PPP related forums, discussions, roundtables and provide an expertise on IsDB’s PPP activities.
Reporting and communication:
• Prepare sector papers, regional studies, periodic operational reports, etc.
• Provide up to date information on the portfolios at any given time and keep up to date information on the servers.
• Communicate with external and internal stakeholders to deliver the PPP position on specific project and propose resolutions, if any.
Academic and professional qualifications
• Minimum 8 years of relevant experience in related fields such as project finance, advisory, portfolio management, corporate finance, project due diligence or project design/implementation.
