Job Purpose:

Lead effective management and delivery of strategic and operational initiatives in the DG-CP Directorate. Provide advanced level strategic, technical advisory and professional support to the Director General–Country Programs, Public Private Partnership (PPP) Division and the Regional Hubs. This would include leading the preparation, contribution and execution of the Operations Work Program including Sovereign and Non-Sovereign Operations, the Key Strategic initiatives of the Bank and Monitoring the performance of key Operations Indicators for both Sovereign and Non-Sovereign operations.
Lead continuous exercise of operations excellence in the Regional Hubs. Develop and execute special initiatives and activities in the Regional Hubs including institutional actions related to de-centralization of operations activities.

Key Accountabilities & Activities:

Operations Planning and Services:

  •  Lead the development and management of the key strategic initiatives of the DG-CP Directorate.
  • Lead the consolidation and continuous replenishment of the 3Year Operations Pipeline for Sovereign and Non-Sovereign Operations.
  • Lead the development of Operations Work Program including Sovereign and Non-Sovereign and contribute to the Integrated Work Program and the Annual Budget of the DG-CP Directorate.
  • Lead the development of the Operations KPIs for both Sovereign and Non-Sovereign Operations in alignment with the IsDB Group Strategy.
  • Lead new initiatives with comprehensive implementation plans to enhance the effectiveness of the DG-CP Directorate.
  • Lead the participation in interdepartmental working groups to provide inputs from DG-CP Directorate's perspective on strategic issues.
  • Lead the initiative to continuously enhance the project lifecycle of both Sovereign and Non-Sovereign Operations.
  • Coordinate on behalf of the DG-CP with other relevant stakeholder departments across the Bank for consistency on strategic issues, integration of policy commitments, and knowledge sharing.


Operations and Portfolio Management:

  • Lead the execution of the key strategic initiatives and provide inputs in steering the implementation in meeting the expectations of the Senior Management
  •  Lead the proactive monitoring of both Sovereign and Non-Sovereign projects approved under the Operations Work Program of the DG-CP Directorate.
  • Monitor and facilitate the alignment and implementation of the strategies, priorities, plans, resource allocations, programs, budgets, and KPIs in the Regional Hubs.
  • Lead the incubation of pilot initiatives of the DG-CP Directorate.
  • Lead the work on development of the Portfolio Management tool for the DG-CP Directorate ensuring effectiveness and usability of the tool
  • Lead the design and enhancement of the Portfolio Management architecture to ensure alignment with the needs of the Management and with DG-CP Directorate priorities
  • Contribute to the development and coordination in the implementation of the operations management capacity building initiatives
  • Lead to the automation of business processes in the Operations Management enterprise solution in SAP and other related enterprise technologies in line with the existing Bank’s business priorities.
  • Contribute to the development and update of operations policies, procedures, the Delegation of Authority and business process for both Sovereign and Non-Sovereign Operations.

Knowledge Management and Sharing:

  •  Lead the coordination and follow up on the implementation of Operational decisions and provide regular progress report at the DG-CP Directorate Leadership Meetings.
  • Provide technical executive briefings and advice to the DG-CP on policy papers, reports and proposals to aid in decision making.
  • Provide advisory support to the DG-CP on Operational matters for establishing and maintaining relationships and communications within IsDBG as well as external institutions and promote linkages in the relevant areas.\
  • Promote two-way feedback mechanism between the DG-CP and the business units and staff on operational matters to identify concerns, clarify issues, and to develop understanding and harmony of their respective perspectives.
  • Provide advice on improving the responsiveness to clients and efficiency of communications of the DG-CP.


Academic and Professional Qualifications:

  •  Bachelor’s degree in Economics, Public Policy, Finance, Business Administration or any related field.
  •  Minimum 10 years of combined experience in operations, project management, strategy management, project monitoring, program development, programming and evaluation preferably with development banks.
  • Minimum 3 years of experience in managing teams is required.
  • Experience and exposure of working with the private sector entities is essential.
  • Experience and exposure of working with senior level Executives is essential.
  • Experience of working with policymakers, national & international agencies, and/or consultants, and experience and exposure to working with major development agencies is essential.
