SECTION I: JOB PURPOSE:

This role is responsible for developing and institutionalizing policies, directives, and procedures to manage credit risk at ITFC optimally and to safeguard ITFC interests. This role strives to build a risk management mindset by building awareness around the stipulated policies and driving adherence across the organization. The role is also responsible for producing risk analytics necessary for the tasks under this role, such as periodic and seldom risk reporting, ITFC rating management, and provisions under FAS30 guidelines.

Managerial Responsibilities:

  • Manage the team reporting to this role by evaluating the performance of team members, providing feedback on an ongoing basis, identifying development needs, and coaching them to ensure ongoing capability development.

Core Responsibilities:

        Developing, implementing, and updating risk policies:


  • Provide technical expertise and input in formulating and updating credit risk management policies, directives, and procedures. Ensure these working documents are geared to safeguard ITFC’s interests and manage transactions optimally.
  • Liaise with multilateral development institutions to understand best practices in credit risk management strategies and techniques. Advise the team and line management on these findings in view of applying learnings in policy formulation at ITFC.
  • Work proactively to build a strong risk management mindset within ITFC by building awareness around the credit risk policies, building capability to drive implementation, and reinforcing compliance across the organization.
  • Liaise and follow-up with relevant departments across ITFC (Credit and Trade Finance) to drive implementation of the credit risk policies and procedures. Monitor timely and completeness of adherence with the stipulated directives across the organization.
  • Highlight areas of concern from a policy compliance perspective to the concerned departments and escalate non-adherence instances to the Division Manager with proposals for corrective actions.
  • Conduct trainings for the ITFC team on various aspects on which the role holder has subject matter expertise.

     

    Credit risk:

  • Develop and validate ITFC’s credit risk rating and credit loss scorecard models to assess credit risk within the portfolio and mitigate loss risk at each transaction.
  • Ensure that each facility is assessed and rated based on both ITFC’s credit rating and credit loss policies and procedures. Manage escalations made by credit and market risk officer or the credit review function by following up with the front-line departments to drive compliance or update policies, as applicable.
  • Identify material credit risks and measure these risks on a standalone and their impact at a portfolio level.
  • Analyse credit risk exposure for ITFC at the portfolio level by monitoring lending limits, credit exposure per risk grade, sector concentration limits, and counterparty risk. Provide input to update ITFC’s credit risk procedures based in ongoing reviews and the findings from this exercise in consultation with the Division Manager, Risk Management.
  • Lead the preparation of the Quarterly Risk Reports for the senior management at ITFC. Highlight the key findings and recommend a course of action to the Division Manager, Risk Management.
  • Setup country limits for all member countries and for non-member countries, either active countries or as requested by Trade Finance and Treasury departments, according to ITFC exposure limits framework and monitor portfolio limits to ensure adherence.

 

Risk measurement & portfolio analytics:

  • Measure risk on a portfolio level by conducting regular portfolio reviews to report on the level of main credit risk statistics. Summarize the risk position for ITFC and highlight emerging risk factors and concerns to the Division Manager, Risk Management, for further review and action.
  • Define stress scenarios and run stress tests on credit risk, document the tests’ results, and report to the division manager on a regular basis.
  • Review required analytics for all sections of the quarterly risk report and ensure validity checks for data collected across ITFC departments.
  • Develop and maintain all risk models required for calculating provisions under FAS30 requirements. Regularly run provisions’ calculations and ensure timely reporting of impairment and general provisioning to the Finance Department.
  • Provide required analytics as required for risk management committee meetings, rating agencies, and any other third party.
  • Manage the model development and validation for credit risk-related models, whether existing or part of the ITFC enterprise risk management (ERM) framework, including the ones required for the risk-based pricing framework.

 

Desirable/Good-To-Have Experience:

Market Risk:

  • Develop and update market risk directives and procedures identifying permissible instruments, the concentration of exposures, and other parameters which will be critical in managing forex risk, interest rate risk, and liquidity in an optimal manner at ITFC.
  • Liaise and follow-up with the Treasury Department to drive implementation of the market risk policies and procedures. Monitor timely and completeness of adherence with the stipulated directives across the organization.
  • Measure and monitor market risks by using appropriate methodologies described in the respective policies.
  • Monitor the management of liquid funds and ensure adherence to the articulated risk directives on all placements and investments made.
  • Setup ITFC liquid fund limits for treasury investments and ensure that positions are maintained according to the stipulated requirements.
  • Review investment proposals prepared by Treasury and issue recommendations in alignment with market risk management.
  • Conduct daily reviews of the dashboard, forex exposure, and intra-day monitoring reports prepared by Treasury in order to highlight areas of concern, if any, and recommend corrective action.
  • Prepare material for market risk exposure reports and policy updates on a periodic basis.

SECTION IV: KNOWLEDGE, SKILLS & COMPETENCIES:

    • Masters Degree: MBA or MSc with a specialization in Finance, Financial Economics, Applied Economics or financial mathematics.
    • Certifications in Risk Management, such as FRM., is a plus

Language Skills:

  • English is compulsory
  • Arabic or French is preferable
