Role Purpose:

Responsible for providing technical expertise and support in the development, implementation and maintenance of the Healthcare Information Management System (HCIMS). The job holder is responsible for providing the operational expertise as well as facilitating the use of the Clinic system, Staff Medical Portal and Providers Portal, enhance system issues and manage the online evaluation and reconciliation of staff and medical providers' bills according to IsDBG Medical policies.

Key Accountabilities:

  • Develop, implement and maintain the Healthcare Information Management System, ensuring it is aligned with IsDB processes and policies especially the medical insurance reimbursement process, it is delivering the requested results, and is available for use whenever needed.
  • Continuously customize and improve the HCIMS towards higher efficiency and compliance with the IsDB’s processes and policies.
  • Track and monitor online requests to clear all pending issues and ensure smooth processing and timely transactions.
  • Monitor online medical settlements, including bills reimbursements, deductions, medical loan approval and loan deductions and ensure the same are integrated with SAP system for processing with the payroll.
  • Ensure Medical Card design and printing system is working properly all the times to enable issue / replace cards on time. 
  • Responsible for the development, implementation and maintenance of Your HSC Portal to enable employees to access all relevant information about the medical policies. 
  • Conduct regular awareness sessions related to health services online system & medical benefits for IsDBG staff to inform them about any new change and update their knowledge.
  • Manage and ensure the effective achievement of functional objectives through leadership of the Team. Setting Team and individual objectives, conducting regular meetings, managing performance, developing and motivating staff, provision of formal and informal feedback, and appraisal to maximize subordinates and Team performance.
  • Provide regular reports with analysis and comments on the department’s activities and results and support in the development and execution of the analytical reports.
  • Development and implementation of accessibility to the Staff Portal for Regional Hubs’ Staff and Heads of Administration and provide regular maintenance, enhancements and supervision. 
  • Conducting training sessions regularly on operating the HCIMS and ensure compliance with IsDBG medical policies.

Job Requirements:

Academic qualifications
  • Bachelor’s degree in Computer Science or any related field.
  • Certification related to Insurance.
 

Required languages

  • English (mandatory)
  • French (preferred)
  • Arabic (preferred)

Minimum number of years and nature of experience

  • 3+ of experience in healthcare information systems and health care administration.

Job specific competencies

  • Familiarity with the medical insurance market.
  • Knowledge of host country medical regulations.
  • Strong and excellent computer skills: SAP, HCIMS, MS Office,
  • Communication skills.

     

  • Good knowledge of local and international healthcare coverage programs.
  • Good knowledge of medical insurance rules and reimbursement procedures and guidelines.
  • Good knowledge of IsDB rules and procedure on staff medical contribution.

 

Travel requirements:

20% or more depending on requirements.
