Job Purpose:

To lead the Food Security unit and the development of strategic food security knowledge products. Advise management and staff on strategy and long range interventions on portfolio, policy, operations and strategic partnerships. The role also requires the jobholder :

  • To conceive, develop and promote innovations in Bank Policy, operational procedures, project/program design in organization and management of operations in food security in IDB member countries.
  • To provide advisory services and technical guidance in matter related to Food and Nutrition Security. Builds, collaborates, engages with and nurtures a network of developers to ensure that IDB follows best practices in project management and in development of sector strategy
Key Accountabilities:

Strategic & Operational Planning

•      Lead the development of plans, policies and guidelines for the optimal use of resources for the division.

•      Assess the effectiveness of the plans and activities of the unit and make suggestions for better resource management.

Policy Development and Analysis

•      Advise management and staff on strategy and long-run interventions on portfolio, policy and operational issues impacting a significant.

•      Contribute to the design and execution of major policy and/or research initiatives, and conceives, develops and promotes innovations in Bank policy, operational procedures, project design and organization and management of operations.

•      Lead and/or participate in ground-breaking or precedent setting missions and plays key role in developing innovative practical approaches to difficult policy and operational issues.

•      Assess the strengths and weaknesses of a client's food security policy and gauge the impact on a project and society as a whole.  Integrates this knowledge into other areas of the Bank's strategy and portfolio.

•      Assess and develop the functioning and current status of international agricultural institutions and negotiations and their implications for agricultural development.

Portfolio and Client Management

•      Monitor food security portfolio management issues to ensure overall quality of full range of products.

•      Develop and build client relations at senior levels and contribute to the generation of new business for the Bank Group.

•      Manage risk throughout the process and along all dimensions to ensure it is minimized and will not affect banks operations.

Counselling, Advice and Guidance

•      Provide advisory and technical services to peers and colleagues, divisions and departments in food security related issues.

•      Lead high-level client discussions as well as deeper technical dialogue and application about rural development.

•      Work independently under general direction of the manager and guide and mentor junior staff.

Knowledge Sharing

•      Lead initiatives at the food security level to establish an operational framework and approach to knowledge dissemination and/or development of knowledge products.

•      Undertake benchmarking and harmonize activities with other MDBs on best practices for food security.

Reporting & Communication

•      Produce and lead preparation of a range of key policy papers, regional studies, operational reports, etc.

•      Serve as focal point or spokesperson on technical, policy and operational issues to clients and other external constituencies and expert groups.

•      Communicate with various stakeholders for resolution of issues and provide clarification on technical matters as needed.

Job Requirements:

Academic qualifications 

  • Masters degree (preferable PhD) in agriculture and food sciences, agriculture economics, , natural resource management or related field.


  • English (mandatory)
  • French (preferred)
  • Arabic (preferred)

Minimum number of years and nature of experience

  • 10+ years experience in social development sector, 5 of which in multilateral development bank and/or international development agencies.
  • Experience in Food and Nutrition Security or related fields. 

Job Technical Skill

  • Knowledge of Food Security trends in MCs and NMCs.
  • Knowledge in conceptualizing, designing and managing Food and Nutrition Projects/ programs.
  • Project management
  • Strong analytical (sector analysis, diagnosis studies and country context analysis)
  • Proven track publication record.

Travel Requirements:
  • 20% or more depending on requirements
