Role Purpose:

To collaborate in conceiving, developing and promoting innovations in Bank Policy, operational procedures, project/program design in organization and management of operations in Rural Institution in IDB member countries. To provide support in matter related to Rural Institution, collaborates and engages with and nurtures a network of developers to ensure that IDB follows best practices in project management and in development of sector strategy.

Key Accountabilities: Project and Portfolio Management

• Carries out responsibilities for a variety of operational tasks (e.g. participating as a full member of a multi-disciplinary team) and undertaking assignments of project preparation, appraisal, supervision  and ESW in Rural Institution.
• Provides inputs to and prepares diverse operational and sector products/outputs (e.g. sector and country briefings, background reports, case studies, policy note, ESW, portfolio performance reviews, etc.).
• Participate in missions in area of specialization in order to contribute to design of complex operations.
• Keep up to date with portfolio performance and tracks results to ensure work is done in an efficient manner. 


 Input to Policy Development, Analysis and Dialogue

• Provide advisory and technical services to peers and colleagues, divisions and departments in Rural Institution related issues.
• Review and process operational documents and ESW, coordinating across disciplines and project components with other team members.
• Responds to ad hoc information requests from internal and external parties.
• Produce and publish regular country sector briefs on recent sector social-economic development trends, achievements, emerging challenges and government policy and Development Partners responses to ensure thorough understanding of the environment. 


Knowledge Sharing


• Demonstrates devotion and interest to interact and share knowledge and skills with colleagues in the department and the Country Programs Complex in order to spread the knowledge culture across the bank.
• Produces ESW and disseminates knowledge products in areas of expertise or country focused
Qualification & Experience:

Academic qualifications

  • Bachelors degree in Rural Institution, engineering, social development studies or related field.

Languages

  • English (mandatory).
  • French (preferred).
  • Arabic (preferred).

Minimum number of years and nature of experience

  • 5-7 years experience in Rural Institution sector, 3 of which in international financing institutions.
  • Experience in Rural Institution or related fields. 

Job specific competencies

  • Knowledge of Rural Institution trends in MCs and NMCs.
  • Knowledge in conceptualizing and managing urban projects/programs.
  • Project management
  • Analytical (sector analysis, diagnosis studies and country context analysis)
  • Result development management

Travel Requirements: 20% or more depending on requirements
