Job Purpose::
To manage the executive business oversight and delivery monitoring function at the Office of the President to support the President for continuously improving the Bank’s business management, efficiency, effectiveness, delivery performance, Bank’s policies, business processes and compliance and to identify and address the critical issues facing the business; to manage the provision of high-level analytical and knowledge support and technical advice in critical business areas to aid in the President’s decision-making and discussions at various forums; to develop and strengthen mechanisms for quality control and standardized business practices at the Office of the President; and to ensure two-way feedback mechanism between the Office of the President and the business units to clarify issues, identify concerns, and strengthen cross-unit coordination for solutions and results.

Key Accountabilities and Responsibilities:
General Responsibilities

 

Strategic and Operational Planning & Implementation

  • Manage the executive business oversight and delivery monitoring function at the Office of the President to support the President in decision-making and delivering his mandate and responsibilities effectively;
  • Guide the development and implementation of systems, frameworks, approaches, processes, guidelines, tools, and indicators for improving executive business oversight and delivery monitoring for the President, to enhance the Bank’s business management, efficiency, effectiveness, and delivery performance and to identify and address the critical issues facing the business;
  • Regularly update the President on the higher-level picture of the business, with focus on key aspects of the business including operational programs, initiatives, portfolios, policies, processes, products, knowledge works, results of the Bank’s interventions, in coordination with the business units;  
  • Monitor and report on business operations and their compliance with related business processes and policies, with greater emphasis on monitoring operations portfolio;
  • Take day-to-day decisions relating to the executive business oversight and delivery monitoring for the President;

     

    Executive Coordination and Stakeholder Engagements

  • Manage the preparation of periodic executive business reports and presentations, in coordination and consultations with relevant business units, for submission to the President;
  • Guide, support, and coordinate the preparation of business-related technical briefs to facilitate the President’s interventions and decision-making;
  • Manage the provision of all higher-level business-related information and reports, in coordination with the relevant business units, for executive business oversight and delivery monitoring for the President;
  • Ensure that the Division responds efficiently to the business-related demands that require the intervention of the President;
  • Provide briefings and updates to the President on issues and actions that require his attention;
  • Proactively monitor the implementation of the President’s business-related strategic guidance, decisions, and direction and prepare updates for the President;
  • Manage the coordination of the business-related actions among complexes on issues as instructed by the President;
  • Effectively engage with offices of the IsDB Vice Presidents and operations departments and other relevant units in the Bank in order to ensure a coordinated approach in carrying out the business in line with the President’s priorities and directions, and to ensure that the business-related issues that require clarifications, actions, and inputs are addressed through appropriate measures;
  • Participate in the meetings and contribute to various committees and task forces as assigned by the President;
  • Submit summaries of the Audit reports submitted to the President and monitor compliance with Audit recommendations by the concerned complexes, departments/ units;  

               

    Analytical Support, Knowledge Sharing and Innovation

  • Manage and provide guidance on analytical and knowledge works for the President in critical business areas to aid in his decision-making, discussions, and presentations at various forums;
  • Anticipate and analyze the problems in sector operations and forewarn relevant stakeholders to take necessary precautions;
  • Review, research, and recommend new or revised business-related strategies, policies, procedures, and guidelines as appropriate in specific business areas;
  • Monitor the development of business knowledge across various units in the Bank;
  • Manage knowledge sharing, best practices, and innovations in critical aspects of the executive business oversight and delivery monitoring;
  • Keep abreast of the state-of-the-art practices in the executive business oversight and delivery monitoring;
  • Represent the Bank in international and regional conferences and meetings on topics related to executive business oversight and delivery monitoring as part of the institutional learning and knowledge sharing;        

          
    Technical Advice 

  • Manage the provision of executive advisory services to the President on specific business-related matters or any other matter as assigned by the President;
  • Offer technical and practical advice and recommendations to the President on improving business efficiency, effectiveness, responsiveness, and quality;
  • Give advice on areas where the Bank’s policies, procedures, processes, and guidelines need to be reviewed and improved, in line with the lessons learnt as well as global best practices at other MDBs, and considering the priorities set in the President’s 5-Year Program and the Bank’s 10-Year Strategy;

     

    Quality Standards and Control 

  • Manage the establishment of uniform quality standards, indicators, and mechanisms for assuring quality of the business-related strategy, policy, and technical reports and documents;
  • Ensure quality control of business-related strategy, policy, and technical reports and documents and their compliance with the Bank’s policies, procedures, processes, and guidelines;
  • Manage the technical review of business-related strategy, policy and technical reports;  

Leadership Responsibilities

  • Coordinate the provision of advisory services and technical guidance in matters related to the Business Oversight and Delivery Monitoring of the Bank’s Business
  • Provide motivational and inspirational leadership for the Division, and communicate direct reports on clear performance expectations
  • Manage the performance and resources of the Division through delegation of authority, setting stretch objectives and providing regular feedback on results at a department level, promptly addressing areas of underperformance.
  • Monitor and assess the skills and capabilities of the Division, and determine the actions needed to increase the Division's impact.
  • Support filling in key capability gaps through capacity development and recruiting efforts
  • Coach, mentor, and develop the direct reports and the top talent/high potential staff
  • Act as a role-model for the Division’s staff in issues related to IsDB's values and leadership competencies and provide direction and support in times of change.

 

Job Requirements:

Academic Qualifications and Background

  • Master's Degree in Economics, Business Administration, Social Sciences, International Development, Development Planning or any other related discipline
  • Ph.D. Degree in Economics, Business Administration, Social Sciences, International Development, Development Planning or any other related discipline is preferred 

Work Experience

  • 10+ years of prior relevant experience
  • 5+ years of managerial/ supervisory experience 
  • 5+ years of similar experience in similar roles in Multilateral Development Bank is preferred 

Job technical Skills

  • 5+ years of research experience in one of the development areas/sectors
  • Extensive knowledge of the global development sector and development financing
  • Extensive knowledge of operations portfolio management, delivery performance assessment, operations evaluation, results management, quality assessment, policy and business process development  

Preferred:

  • 5+ years of research experience in one of the development areas/ sectors in an international organization 
  • Advanced knowledge of the global development sector and development financing
  • Advanced knowledge and experience in portfolio management, delivery performance assessment, results management, quality assessment, policy and business process development  

Languages

  • English (Mandatory)
  • Arabic (Preferred)
  • French (Preferred)
