Role Purpose:

To ensure that all necessary back office support functions including Human Resources &Admin Finance, Accounting, Legal and Risk Management are all aligned towards achieving the ICD’s mission while obtaining optimum efficiency and quality and maximize achievement of targeted results.

KEY ACCOUNTABILITIES & ACTIVITIES:

Key Activities

Strategy development and business planning

  • Lead the formulation, development and implementation of the COO functions in terms of strategy/business direction to support ICD’s goals and in response to emerging trends or client/customer needs aligned with overall strategic direction

     

  • Design and implement Human Resources & Finance , Accounting, Legal , and Risk Management roadmap to support in delivering ICD’s strategy

     

  • Establish Business plans for all COO functions and provide input to ICD’s goals that support its overall strategic plans

     

  • Collaborate with department heads to identify needed function interventions required to meet future business demands

     

  • Develop, implement and monitor the annual COO functions business plans tying into overall organizational business plan, KPIs, budgets and objectives;

     

  • Identify opportunities and champions initiatives that enable the COO functions to increase its impact, encouraging Division members to fully contribute.

     

  • Coordinate and interface with other departments in order to obtain buy-in to the COO management approach and implementation of the strategy

     

  • Contribute to the development of business strategy for the next 2-3 years by providing a view on potential improvements for products or services and an assessment of the existing situation and anticipated changes in the external environment.

Policies, framework, Processes and Procedures

  • Direct and manage the Human Resources & Admin ,Finance , Accounting ,legal and Risk Management policies and procedures in order to enable proactive support service within the context of a dynamic operational environment, and best practices

     

  • Oversee the development of standard procedures and methodology for functions under his supervision.

     

  • Guide the development of the functions Processes, Models, Templates, decision making frameworks etc.

     

  • Monitor the adherence to procedures, methodologies, approach and systems used in the support functions throughout ICD and takes corrective action as necessary

     

  • Stimulate subordinates and contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account leading practices, improvement of business processes, cost reduction and productivity improvement

     

  • Oversee communication of the policies to all departments and ensure that the policy is cascaded down through internal audit reports

Management and supervision of all HR functions

  • Develop and implement human resource strategies in line with current and future ICD goals and objectives.

     

  • Build organizational capability and effectiveness through driving integral strategies and practices covering all facets of human resources; including but not limited to talent acquisition, training and development, employee relations, compensation, benefits and performance management.

     

  • Develop short-term and mid-term workforce staffing plans.

     

  • Provide related expert advisory and consultative support services to employees at all levels of the organization, including Directors, Managers, and frontline staff.

     

  • Create a high performance culture by collaborating with management and employees to establish a positive work environment.

     

  • Assist management and employees in the interpretation and application of human resources policies, practices and guidelines.

     

  • Keep up with the latest trends in the HR area to ensure a proper competitive status to ICD in the manpower changeable market.

Management and oversight of

Administrative service

  • Lead the effective delivery of administrative services.

     

  • Oversee contractual arrangements for all buildings and facilities ensuring that facilities are fit for purpose

     

  • Oversee the managing of supplier service contracts (e.g travel, security, equipment and building maintenance) to ensure efficient services and cost effective delivery

     

  • Review options for outsourcing services

     

  • Ensure the procurement is efficient and in compliance with ICD regulations and procedures

     

  • Oversee relationships, contracts and dealings with the appropriate contractors, vendors and service providers

     

  • Ensure staff are informed of Health and Safety requirements in the workplace, and are adequately trained to carry out their work safely.

     

  • Ensure the prompt and accurate reporting, recording and investigation of all workplace incidents and injuries

Management and Supervision of Finance

  • Lead and direct the work of the disbursement activities to ensure that sufficient procedures, controls and resources are in place to manage the disbursement of ICD investment effectively

     

  • Oversee the work of the operations financing function to ensure that a first class service is provided to support the operations of the ICD

Management and Supervision of Accounting

  • Oversee the preparation of management accounting information to ensure that work is accurate, and complete.

     

  • Verify and approve accounting information/ documentation in line with the approval process to maintain ICD control procedures.

Management and Supervision of Legal

  • Review and guide the Legal function in developing their strategy and identifying their key performance indicators.

     

  • Set the objectives of the legal function, coordinate the activities of the Division and oversee their processes (including the engagement of consultants and external counsel), as well as supervise their performance.

Management and Supervision of Risk Management

  • Oversees the Risk Management functions from administrative perspective to manage their day to day operations and monitor their performance.

Organizational Development & capability

  • Direct and facilitate strengthening of ICD Corporate Governance and synergy

     

  • Steer the monitoring of global best practices in organizational transformation in context of development institutions

     

  • Support the implementation of Change Management program

     

  • Build a sustainable positive workforce environment and culture

     

  • Ensure development and delivery of best practice people and culture strategies and programs that maximise individual and organisational capability

Governance

  • Define clear department-wide roles, responsibilities and accountabilities, along with matching authorities, to provide a structure that would strengthen accountabilities at all levels.

     

  • Ensure that all the department's services are provided effectively, aligned with best practices and guidelines, and utilized in an efficient and cost-effective manner to support the department’s needs

Reporting & Communication

  • Provide inputs and recommendations to the management on appropriate Department strategy and governance of ICD to maximise economic return against business goals

     

  • Provide regular management reports that include insight, analysis, forecasting and comment on Department performance and results

     

  • Ensure Chief Executive Officer is informed of key issues involving Corporate

     

  • Advise CEO on strategic and day to day issues related to the Services as well as the organization as a whole

     

  • Work collaboratively with directors & Managers across the Department to determine priorities and develop integrated solutions that are best for ICD staff and avoids duplication of effort and expense

Knowledge Sharing

  • Represent ICD in multilateral and regional events and forums, e.g., coordination and consulting meetings, policy discussions and dialogues, conferences, and communities of practices.

     

  • Encourage and promote cross functional working between teams across ICD

Stakeholder Relationship management

  • Act as the focal point for all matters related to the functions under COO and represent ICD on relevant forums

     

  • Act as an approving authority on proposals related to support areas of reporting divisions.

     

  • Maintain strong dynamic internal relationships with executive management

     

  • Establish, maintain and / or enhance working relationships with major multilateral institutions,

     

  • Build and develop productive working relationships within ICD and with external partners for joint working and knowledge sharing

Performance
& people management

  • Lead the identification and recruitment of key talent under the COO.

     

  • Provide motivational and inspirational leadership for the Division Managers under the COO andhave a clear performance expectations

     

  • Manage the performance and resources through delegation of responsibility, setting stretch objectives and providing regular feedback on results at a Department and Division level, promptly addressing areas of underperformance

     

  • Monitor and assess the skills and capabilities of the Department, and determine the actions needed to increase the Department’s impact or to resolve capability gaps

     

  • Coach, mentor and develop the Division Managers and the top talent/high potentials in the Department; succession plan for key roles

     

  • Act as a role-model to communicate to Department members ICD’s values and leadership competencies; provides direction and support in times of change

     

  • Promote a high-performance working environment and promote ICD's values

     

  • Organize and deliver team meetings and planning events.

Experience:

  • Minimum 15 years of increasingly responsible work experience in a combination of finance, accounting, and Risk Management (i.e., experience across several of the functions that this role oversees). Financial or accounting background is required.

  • Minimum 7 years of experience applying the above disciplines within MDBs or Banking context.

  • Experience developing strategic plans in support of organizational goals and initiatives

  • Extensive record of successful workforce, financial and resource management Experience working in a multi-cultural environment.

Qualifications:

  • Master’s degree in a related field, e.g. economics, accounting, finance, business administration, public administration/management.
  • Capable of communicating in two of the working languages (Arabic, English and French) of which English is a must.
