Role Purpose: The role of Senior Investment Policy Specialist is responsible, in collaboration with the Director and other concerned units, for the development, improvement and compliance monitoring of the bank’s policies and processes related to the activities of the Investments function, as well as for the development of key results targets and performance indicators (KPIs) related to the strategy and operational plans of the function. Moreover, the job holder coordinates and reviews the work of less experienced team members and provides them with technical guidance.
Key Accountabilities:

Investment policy activities

  • Constantly reviews existing investment policies, rules, guidelines and processes and makes recommendation to the management in order to improve efficiency, effectiveness, adherence to regulatory framework and ultimately maximizing the value for the bank while minimizing the risks.
  • Develops the investment policy statements for each of the IDB’s managed funds, with assistance and guidance from the Financial Policies, Planning & Analytics unit, if needed. The investment policy statement must include, but not limited to: risk-return objectives, risk tolerance, investment horizon, Strategic Asset Allocation (SAA), liquidity requirements and investment constraints.
  • Obtains approval on the statements and any relevant guidelines as per the approved Delegation of Authority Matrix.
  • Contributes to the development of key results targets and performance indicators (KPIs) related to the strategy and operational plans of the Investments Department.
  • Serves as a focal point for matters related to investments policies, providing expert advice and resolves relevant inquiries from internal and external stakeholders.
  • Represents IDB occasionally in related fora and conferences.
  • Assists the Partnership Development Complex in the preparation and organizing of IDB’s Annual International Sovereign Wealth Forum.

 

Operational excellence support

  • Provides technical guidance and reviews the work delivered by less experienced team members.
  • Ensures the effective implementation and adherence to respective policies, procedures and controls so that all relevant procedural / legislative requirements are fulfilled.
  • Keeps abreast of the latest developments, regulations and leading practices in the field and proposes any necessary actions.
  • Provides necessary input for the preparation of the function’s budget and for the monitoring of actual expenditure against the approved budget. 
Job Requirements:

Academic qualifications
• Bachelor's degree in Economics / Finance / Business Administration or other related discipline. 
• MSc Finance, MBA, or CFA is an advantage.


Languages

• English (mandatory) 
• Arabic (preferred)
• French (preferred)

Minimum number of years and nature of experience
•  7 - 10 years of relevant experience in the Investment function, ideally within a Multilateral Development Bank, with at least 4 years’ experience in managing external funds
