Role Purpose:

The purpose of this role is to design, structure and place special and trust fund (investment, waqf, economic empowerment, etc) and structure sukuk for ordinary and concessionary developmental financing and grant operations. It also aims to develop the strategies, policies and guidelines for investment of the Funds and working closely with Investment Department, Partnerships Development Complex teams, external Fund managers, donors/philanthropist and other internal and external stakeholders. 

 

KEY ACCOUNTABILITIES:

Designing and Structuring Development Funds and Sukuk

  • Design, structure and place in the market waqf/investment Funds.
  • Participate in the launching and execution of the different Funds.
  • Oversee the development of key results targets and performance indicators (KPIs) related to the strategy and operational plans of the Funds under ISFD to ensure the achievement of objectives and IDB strategy.
  • Assist in designing, structuring and placing of innovative resource mobilization products based on the principle of temporary and/or permanent cash waqf
  • Mobilize resources through syndicated operations and sukuk.
  • Assist in obtaining the Management approvals of all the steps, milestones, and budgets needed for the successful implementation of these Funds.

Policies, Guidlines, Procedures & Processes

  • Formulate policies, guidelines an procedures for the Fund.
  • Review, in collaboration with the Units/Entities concerned, the development and improvements of the Bank's policies and processes as they relate to investor Funds.
  • Responsible for the development, update and maintenance of guidelines, policies, methods ad procedures in conformity with agreed policies of the Bank as well as adoption of best practices in the area.
  • Ensure policies and procedures are being followed in Due Diligence and portfolio management.
  • Monitor regulatory requirements to ensure compliance with the regulations and capitalize any changes in regulatory framework that can positively affect the Funds’ performance.
  • Ensure funding activities are in compliance with IDB regulatory framework.
  • Consolidate lessons learned from the lunching of Funds and incorporate learnings through update of policies and guidelines to maintain continuous improvement of the operational process.

    Coordination with External Funds Managers

    • Facilities relationships with the external Fund managers and financial institutions.
    • Is responsible for all agreements with external Fund managers.
    • Seeks the input and support of the Fund managers in putting the policies and guidelines for the Funds.

      Outreach and Marketing

  • Has reliable professional contacts with major market players
  • Familiar with the tools and techniques available to detect market trends
  • Formulate marketing plans to promote the Funds.
  • Create visibility for the Funds.
  • Manage the reltionshp with the resource contributors of these Funds in coordination with the concerned units.

JOB REQUIREMENTS:

Academic qualifications

  • Master’s degree in Economics, Finance or related field is preferred.

 

Languages

  • Arabic and English (mandatory)
  • French (preferred)

Minimum number of years and nature of experience

  • 15 years experience in Funds management, resource mobilization, syndication, co-financing, sukuk etc.
  • Hands-on experience in Islamic finance.
