Job Purpose:

To lead the integration of youth empowerment function by developing strategy and policies, providing central technical advice, guidance, capacity development and lessons learnt to ensure the function is mainstreamed within the Islamic Development Bank institutional strategies, programs analytical work and field operations.  

Key Accountabilities (not exhaustive list):

Strategy, Policy, & Operational Planning

• Lead the development and implementation of the youth’s empowerment strategy and operational plans.

• Develop close collaboration with other relevant departments and units to implement the youth’s empowerment strategy and action plans, monitor progress and report regularly to Management.

• Provide overall leadership on mainstreaming youth’s empowerment measures into the Bank’s operations, in coordination with other departments.

• Ensure that youth’s empowerment issues are well positioned within the corporate results framework, identify and select the relevant indicators based on the policy objectives and report on them.

• Contribute effectively to the annual planning exercise of the Department in terms of budget, initiatives, programs and operations.

Advocacy, Country Dialogue and Partnership

• Lead the integration of social development issues, particularly in relation to youth’s empowerment, into Member Country Partnership Strategy (MCPS) and policy dialogue with Member Countries.

• Identify strategic entry points and partners to work on youth’s empowerment issues in Member Countries.

• Promote the importance of advancing the agenda of youth’s empowerment as a means for poverty reduction and inclusive growth.

• Encourage and build partnership among Member Countries and peer institutions in youth’s economic and social empowerment.

Projects, Processes & Procedures

• Oversee, provide technical guidance, and monitor projects throughout the life cycle phases: identification, preparation, appraisal, implementation assessment and support report.

• Establish mechanisms to support the monitoring of youth’s empowerment measures within operations, as identified in the corporate results framework.

• Support the various committees that oversee and discuss IDB programs / projects and activities on issues relevant to youth’s advancement and empowerment.

• Lead initiatives related to social development, streamline and roll-out the successful ones where needed and where suitable.

• Lead strategic partnership with the view of synergy, complementarities and co-financing opportunities.

Knowledge Sharing & Innovation

• Lead and facilitate the capacity development in the area of youth’s empowerment through the development of assessment and analysis tools and provision of training within IDB and externally to Member Countries.

• Define and coordinate the Bank’s participation in forums, seminars and conferences related to social development.

• Disseminate and facilitate the exchange of knowledge and best practices from similar development institutions and produce knowledge products.

• Lead and participate in networks on youth empowerment in general and youth’s empowerment in particular within and outside the Bank.

• Introduce innovative approaches in conceptualizing, designing and implementing youth’s empowerment related activities.

• Promote diversity and innovation in research to support youth’s empowerment initiative


Reporting & Communication

• Establish a mechanism to collect and analyse the mainstreaming of youth’s empowerment issues within the Bank’s operations for monitoring and reporting.

• Lead task teams to track and monitor progress on mainstreaming youth development across all core practice areas and services provided by the Bank.

Job Requirements:

Academic qualifications


  • Master’s degree in Social Sciences, Development Studies, International Development, Youth Development or related field



  • English (mandatory).
  • French/Arabic (mandatory).

Minimum number of years and nature of experience



  • 10+ years experience in youth’s economic and social empowerment and at least 3 years experience in a multilateral development bank
  • At least 6 years of integrating youth empowerment in projects and programs
  • Demonstrated ability to lead or contribute to high-level analytical work and policy dialogue in IDB member countries
  • Sound knowledge in policy and strategy development
  • Knowledge on development of tools and sector guidelines

  • Sound knowledge of operations including, project cycle and project approval process of multilateral development banks
  • Advanced knowledge of Result Based Management (RBM) including logical frameworks
  • Ability to present ideas and mobilize support around them
