JOB PURPOSE::

In collaboration with the Lead, undertake independent risk assessments of counterparts such as Member Countries, Financial Institutions, corporations and project finance obligors, pertaining to IsDB’s financing operations, investment activities and Treasury operations, in order to determine the exposure limits for these counterparts, as well as acceptable risk mitigation instruments. To ensure compliance with the risk limits set in the Risk Management Frameworks and the relevant Bank’s policies and guidelines.

 

KEY ACCOUNTABILITIES::

Credit Risk Management:
• Review reports and necessary inputs provided by associates and, in collaboration with the Lead, perform country risk assessment and assign appropriate internal country ratings and assignment of exposure limits. Performs risk assessment for banks and financial institutions and assign appropriate rating and exposure limits for the purpose of the financing operations.
• Assist in the formulation of an end-to-end credit risk governance process, in coordination with the concerned departments, for public sector, private sector, public-private partnership (PPP), Treasury investments operations, equity investment operations, guarantee and other credit exposures with particular focus on credit risk assessment, exposure limits and collateral management.

• Conduct necessary analyses and provide inputs for the development of the credit risk part of the Risk Appetite Framework.
• Review non-sovereign financing and investment proposals for procedural compliance and appropriate setting of risk rating, maximum exposure limits, security package and other mitigates in accordance with the Bank-approved methodologies and guidelines.
• Provide inputs and support to relevant units on suitable terms and conditions of operations, equity investments, including pricing, security packages and covenants, waivers, reporting and follow-up including participating in due diligence missions, to ensure adequate work out and recovery of distressed transactions.
• Contribute to the development of an Economic Capital Adequacy Model and its related guidelines, which entails developing models for determining Probability of Default (PD), Loss-Given-Default (LGD), Exposure-at- Default (EAD), correlations, etc.
• Participate in the development and implementation of a stress-testing framework for the Bank’s economic capital adequacy model that enables proactive assessment of the potential impacts of changing market and financial conditions on financial sustainability in the short, medium and longer term and its impact on the credit rating of the Bank.

Operational Excellence & Knowledge Share:
• Provides technical guidance and reviews the work delivered by lesser experienced team members.
• Monitors the effective implementation and adherence to respective risk management policies, procedures and controls so that all relevant procedural/legislative requirements are fulfilled.
• Keeps abreast of the latest developments, regulations, and leading practices in the field and proposes any necessary actions.
• Proposes and implements process improvements to increase efficiency, effectiveness and compliance of the related operations.
• Contributes to preparation of work plans and financial budget for the operational risk function and monitors actual expenditure against the approved budget.

Academic and professional qualifications::

• Bachelor's degree in Economics/ Finance/ Risk Management/ Mathematics/ Business Administration or related discipline.
• Professional certifications like CIA/CFA/PRM/FRM/CQF would be preferred.
• Minimum 8 years of relevant experience in the risk management function, of which at least 4 years in Credit Risk in a Multilateral Development Bank.
